Some highlights from the jurisdictions this week:
  • New York extended its restrictions to May 15.
  • Several states have added application processes for exemptions to the business/work restrictions.
  • Extended and new orders in various California counties.
  • Honolulu, HI has a new order.
  • Mask requirement in New York.
  • New order in Oklahoma.
  • Extensions in several Canadian Provinces.

States Look to Develop Re-Opening Plans
Discussions are beginning across the country on the subject of how best to ease restrictions on businesses and citizens as everyone is eager to get people out of their homes and back to work, as long as those objectives can be done safely. Just as we have provided weekly reports on the state Executive Orders and other directives to mitigate the impact of the coronavirus, NEII is actively tracking the re-opening discussions and will provide updates as information is available.

At this time, there are three coalitions of states working together to coordinate a regional approach. CA, WA and OR are teaming in the West; IL, MI, OH, WI, MN, IN and KY are working together in the Midwest; and, NY, CT, DE, NJ, PA and RI have partnered in the Northeast. In addition, other states are discussing their plans as well. No orders, rules or other guidance have yet been issued.

Important New Information from OSHA
The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) released an interim enforcement response plan for the coronavirus pandemic. The response plan provides instructions and guidance to OSHA Area Offices and compliance safety and health officers (CSHOs) for handling coronavirus-related complaints, referrals, and severe illness reports. The memorandum will take effect immediately and remain in effect until further notice. It is intended to be time-limited to the current public health crisis.
